日本各地で真夏日が続いております。
石川県ではゴマフグがとれているようですが、まだお正月の地震で漁協の整備が整っていないので大変そうです。一日も早い回復を祈念しております。

Midsummer days continue throughout Japan.
Gomafugu, or Bluebacked puffer fish, are being harvested in Ishikawa Prefecture. However, the business is still challenging because the fishermen's cooperatives must be thoroughly organized due to the damage caused by the New Year's earthquake. We pray for a speedy recovery.
＜活動＞
1．弁理士さんから取材協力の要請
・先日農学部、農業高校等の学生を対象とした農林水産分野の知的財産権入門書の製作のため、インタビューを受けました。「持続可能な地域づくりとブランド」のテーマのもとで、地域団体商標、地理的表示、その他商標等でブランド化、高付加価値化を図る生産者団体、関係自治体等にヒアリングを行っておられるそうです。
・海外にフグを販売する際に地理的表示GI等の効果について尋ねられました。現在日本のフグでは「下関ふく」「淡路３年とらふぐ」が商標を取得されています。
GI「地理的表示保護制度」とは、その地域ならではの自然的、人文的、社会的な要因の中で育まれてきた品質、社会的評価等の特性を有する産品の名称を、地域の知的財産として保護する制度です。GI制度は、模倣品対策やGI産品の名称・ブランドを保護するだけでなく、GIそのものの認知を高め、「GIブランド」を確立するためにも活用されています。
但し、フグの場合は毒魚として各国の規制が厳しく、GIに登録されていても輸出が可能になるわけではございませんので、今までの通り、地道に日本産フグの安全性を広めていく活動を行っていかなければなりません。

1. Request for interview cooperation from a patent attorney
-Recently, I was interviewed to produce an introductory book on intellectual property rights in agriculture, forestry, and fisheries aimed at students in agricultural faculties and agricultural high schools under the theme of "Sustainable regional development and branding," the patent attorney conducted interviews with producer groups and related local governments that aim to create brands and add value through regional collective trademarks, geographical indications, and other trademarks.
・I was asked about the effects of Geographic Indication (GI) when selling Fugu overseas. Shimonoseki Fuku and Awaji 3-year Torafugu have been trademarked as Fugu in Japan.
The term' Geographical Indication GI' refers to a system that utilizes local knowledge to name products that possess unique characteristics such as quality and social reputation, nurtured through natural, humanistic, and social factors specific to the region. This system serves to protect such products as personal property. The GI system not only serves to prevent counterfeit products and safeguard the names and brands of GI products but also to raise awareness of GI itself and establish the 'GI brand.'
However, as Fugu is a poisonous fish, regulations are strict in each country, and even if it is registered as a GI, it does not mean that it can be exported. As such, we will continue to work steadily to spread the safety of Japanese Fugu.
2．会員のご紹介
・不定期にはなりますが、国際ふぐ協会会員の皆さんをご紹介したいと思います。
今回は正月の北陸震災で被災を受けられたこともあり、金沢大学の松原教授についてご案内します。

事業概要：能登海洋水産センターは、「海洋生物資源の基礎及び応用研究を行う学生及び研究者の拠点として、海に隣接した滞在型の教育研究環境を提供するとともに、水産資源確保技術の高度化のための研究を推進し、新技術・新産業を創出できる人材の育成に資すること」を目的として、能登町と金沢大学の協働により整備され、2019年4月に開設されました。
フグとの関係：松原先生は持続可能なオーガニックフグの研究にて、海洋センターでトラフグの孵化や育成も行っておられます。
この度は残念ながら北陸震災でトラフグがへい死してしまいましたが、以前に保管していたフグを使用して、地元石川県の銘菓「ビーバー」を製造している北陸製菓さんに協力されたようです。
2. Introduction of members
・Although it will be irregular, I would like to introduce the members of the International Fugu Association.

Business Overview: Noto Marine Fisheries Center is a base for students and researchers conducting basic and applied research on marine living resources, providing a residential education and research environment adjacent to the sea, and improving technology for securing marine resources. It was established in April 2019 in collaboration with Noto Town and Kanazawa University to promote future research and contribute to the development of human resources that can create new technologies and industries.
Relationship with Fugu: Dr. Matsubara is also hatching and raising Torafugu tiger puffer fish at the marine center as part of his research on sustainable organic Fugu.
Unfortunately, his Torafugu died during the Hokuriku Earthquake. Still, Hokuriku Seika Co., Ltd. used the previously stored puffer fish to manufacture the famous confectionery "Beaver" from Ishikawa Prefecture.
３． 輸出実績
・日本から海外に向けて食品輸出が伸びています！という報道をよく聞きます。日本政府は輸出額を2025年に2兆円、2030年に5兆円（うち水産食品は１．２兆円）に達成する目標を立てています。
・日本政府は品目団体を全面的に押し出して輸出を牽引する政策をとっています。水産物はぶり・たい・ホタテ・真珠・錦鯉です。
真珠と錦鯉は食べないのですが、水産食品物の扱いです。面白いですね。
3. Export results
・Food exports from Japan to overseas are increasing! I often hear that report. The Japanese government has set a goal of increasing exports to 2 trillion yen in 2025 and 5 trillion yen in 2030 (of which 1.2 trillion yen is for seafood).
- The Japanese government has a policy of fully promoting commodity groups to drive exports. Marine products include yellowtail, sea bream, scallops, pearls, and ornamental carp.
You don't eat pearls and ornamental carp, but they are treated as seafood products. It is interesting.
・ところが日本から最大の水産輸出国だった中国は日本からの輸入をSTOP。最近では中国政府が日本全ての中国向け水産施設場の登録抹消を行ったとの報道もありました。
・急遽ホタテはベトナムでも加工を行い、アメリカなどに向けて出荷が増えて対応できているようですが、最新の貿易情報では水産物（1～3月）766億円と昨年より20％くらい減ってしまっているようです。
・今後中国政府の政策変更も期待しますが、新しい国に向けて日本産水産物の輸出強化をしなければならず、フグについてもよい流れとなるのではないかと期待しております。
・However, China, which was the largest importer of seafood from Japan, stopped imports. Recently, there have been reports that the Chinese government has canceled the registration of all Chinese-oriented fishery facilities in Japan.
・Scallops were suddenly processed in Vietnam, and shipments to the United States and other countries seem to be increasing. Still, the latest trade information shows that marine products (January to March) amounted to 76.6 billion yen, down about 20% from last year.
・I hope that the Chinese government will change its policies in the future, but we will have to strengthen the export of Japanese marine products to new countries, and I hope this will be a positive trend for the Japanese Fugu as well.
